Six months after the flood and the confrontation with the horde, the town is near deserted and under military control. The returned hide out in an abandoned development hidden from the rest of the town by the floodwaters, while the few remaining survivors mostly congregate around the Helping Hand.

36 years ago, before the first flood, Lucy walks into Milan’s pub and asks for a job at the bar, just like she would with Toni years later, telling him she’s searching for a little boy. Milan tells Lucy he already has staff at the bar, but flirts and tells her he’ll take care of her.
Ten months after the original flood 35 years ago, Milan gathers a group of townspeople in the woods and tells them the time has come to join the dead in the afterlife. Milan comforts Simon’s parents as they have second thoughts and tells Etienne he will finally be freed from his guilt. The cultists’ allow Etienne to execute them one by one, with Milan killing Etienne and leaving a young Pierre to finish Milan himself off. Pierre kills Milan but can’t bring himself to end his own life, so he flees, Victor/Louis watching from the bushes unseen. Police rescue the cultists’ children from a cabin nearby.
Ten years ago, an inexplicably present Victor/Louis stops a young woman on her way home from the Lake Pub from entering the tunnel where the murders were committed. As she asks him what’s wrong, Serge creeps out of the tunnel and drags her away to her death, shushing Louis.
In the past, three months after the original flood, Madame Costa returns home to find Victor/Louis at her kitchen table, drawing a picture of a woman lying in the snow with a dog while his mother meets with Mr. Costa. Louis tells Madame Costa the woman is her. Louis’s mother collects him. Mr. Costa shows his wife Louis’s drawings, which seem to depict the flood even though they predate it. Madame Costa takes her dog for a walk and it runs off.
In a flashback to 35 years ago, Camille’s mysterious friend Virgil inspects a pile of stolen rings. Snooping outside his home he sees his parents asking Milan to help straighten Virgil out of his petty thievery and delinquency. Virgil flees on his moped, but it stalls out and Milan catches up with him.
35 years ago a young, living Lucy wakes up a shirtless young man and kisses him. He tells her he loves her and she asks him what his name is. “Morgane,” he reminds her. The pair leaves the tiny hillside cottage where they apparently spent the previous night and heads toward town as intense lightning stitches the sky. Increasingly intense lightning stitches the sky as they cross the flooded reservoir. The young lovers run ahead as a huge chunk of the dam crumbles, flooding the lower part of the town. The townspeople on the hillside, including Madame Costa and Vincent’s family, stare at the carnage. Milan picks Lucy out of the crowd and tells her to come with him.
35 years ago, a young Pierre meets with a group of gangsters, led by the imposing Milan, in the middle of the night. Pierre is reluctant to carry out a planned robbery, but he and his partner-in-crime draw guns and break into a suburban home.
